It can be proposed for both, but the surface and support differ. Share the artwork at its intended finished size and review its appearance on each sample rather than assuming the result will be identical.
Send the reference and the dimensions you already use, with photographs showing where you measured. Identify which aspects must stay consistent and which may change; confirm the measuring method during development.
Review the sweatband, seam finish, label placement and closure attachment alongside the external shape. Put any brand-specific requirements in the brief so the approved reference includes the inside as well as the outside.
